Abstract

This article seeks to verify how the entrepreneurial profile and innovative attitudes are seen in public management and in social health organizations according to the view of their managers. The research is descriptive, with a qualitative approach and the use of the case study method. The information was collected through secondary data and semi-structured interviews, with public manager and manager of a social health organization. The interviews included concepts from the literature on entrepreneurship, public management and social health organizations. The research identified that the entrepreneur profile is seen by its managers as fundamental for both public management, because of scarcity and bureaucratization of public resources as well as social health organizations, by the rules of compliance with contracts signed with the public power in the management of health units. To a greater or lesser extent, social health organizations presented the traits of entrepreneurship and innovation, and depending on the purpose of the constitution and the configuration that the social organization presents, some elements stand out over others in degree of importance.
