The formation of clusters is composed of inter-related companies in particular geographic field, however, to develop innovative systems cooperatively when complemented by the actors of the triple helix. This research aims to compare the clusters of the cooking segment of Blumenau and Rio do Sul under the attributes of Enright (1999) in addition to measuring the integration of the triple helix actors and identify if there is existence of a regional innovation system – SRI. As a method, we used an explanatory quantitative research with multicase study. As a result highlights the broader cluster of Blumenau according to the attributes of breadth, depth and density of the cluster (D1). Although both clusters possess characteristics of an SRI, the evidence presented was insufficient for such confirmation.
